Troy, N.Y. — On Monday, July 8, 2024, Troy Police Officers were in the area of 2nd Avenue and 116th Street after receiving community complaints of illegal drug sales and prostitution over the past few months. Officers were observing the area for approximately 15 minutes. During this time the officers observed 33-year-old Melquan Simpson, wearing a balaclava ski mask and carrying a cross-body pouch, repeatedly circling the block on his bicycle on each sidewalk.
Based on the neighborhood-provided complaints, recent similar arrests for drug sales/use in the area, observed violations of the Troy Code Ordinance and the officers’ training & experience they decided to stop Simpson to further interview about his actions. When officers attempted to stop Simpson he fled on his bicycle, ultimately riding over an embankment into the Hudson River. One officer used a water rescue apparatus to help Simpson while a second officer entered the water. Rescue efforts continued with the help of the Troy Fire Department and the New York State Police Underwater Recovery Team. Simpson was later found dead under the water.
Not known to the officers at the time of their attempted interview of Simpson, but through the follow-up investigation, Troy Police have learned Simpson was under the supervision of NYS Department of Corrections and Community Supervision (DOCCS) as a parolee and was actively wanted by that organization as a Parole Absconder. Additionally, at the time of the incident Simpson possessed a quantity of cocaine carried inside the cross-body pouch he was carrying.
