Good point made showing the hypocrisy of this pig.  People choose what they let distract them.  The combination of the blinding light and his unfair request to back off prove his discrimination against the independent journalist.  Would he dare behave like this with the mainstream press?  I think not.
I believe it is a violation of law, not only policy, to attempt to interfere with your legal right to record. The headlights move was a violation, from what I think I know of the law.
