Here these Officers jumped out on this Hispanic Male on his way home without reason or probable cause just to check if they can obtain an arrest. Majority of people in minority areas have minor warrants for tickets that haven’t been paid in the past, usually in these poor areas you have these type of people, Officers know that so they jump out on people Like scratch off tickets, hoping for a winner. They obtain these arrests through violating people’s 4th Amendment Rights to do that, and that’s the case here……
