ran into this situation decades ago, simply called the po-leeces station, gave the address, make and model of the offending vehicle, somehow failed to mention it was a POLICE car.
Cop showed up, found what I pointed out, then got pissed and demanded to see my ID, which I stubbornly refused.
He went inside the nearby building, FOUND the driver of the offending vehicle, they moved it
