The reason you cant record inside the lobby is as soon as you walk into the lobby of the facility, you have full view of the booking area and other secure areas of the facility. So yes it may be a public lobby but if you were being booked in would you really want to be recorded by someone in the lobby? No because you have the presumption of innocence until proven guilty in a court of law. OCGA 50-18-72 is the reason there is not mugshots automatically posted with booking records so you taking video in this facility would be contradictory to that.
