There have been at least 24 biting instances. Some even requiring hodpital visits. There is at least one video where Biden is kicking the dog. This could cause issues with the dog.

The dog's behavior is NOT problematic or vicious.
It is doing what it is suppose to do – protecting its owner.
When you are old, senile and surrounded by human aides and protectors, there are more chances secret service might have to be more hands on, redirecting him, grabbing him when he is about to fall down, etc.
In turn, the dog is responding to the redirects, grabs,, etc of the owner by strangers (aides and secret service).
The dog is NOT broken, untrained, or doing anything wrong. It is doing everything it is suppose to do – protecting the owner from strangers putting their hands on him.
Its one thing if the dog was raised around the commotion and grew up with strangers grabbing Biden but we can see Biden needing more and more hands on assistance by the day.

Sounds like this dog felt NEGLECTED by it's owners and was taking out it's frustrations on the Secret Service agents. Maybe the only time the Bidens spend time with Commander, was when they needed photo ops.
