Congress has a "Non-Delegation Clause" in their rules. Reps cannot outsorse their policy making to outside actors or even expert witnesses. The final decision must be made by the Representatve.
One main thing is, that these people are allowed to keep their security clearance when not working for the government at all. It's crazy
